OREANDA-NEWS. May 26, 2014. The Federal Antimonopoly Service (FAS Russia) initiated a case against the “Central Military Command-and-Control Centre for Material-and-Technical Support of the General Headquarters of the Internal Troops of the Ministry of Interior” Federal Public Institution, “Vozrozhdenie” Construction Company” Ltd., “Global Stroi” Ltd., and “Monolit” Ltd.

FAS incriminates the “Central Military Command and Control Centre for Material-and-Technical Support of the General Headquarters of the Internal Troops of the Ministry of Interior”, “Vozrozhdenie” Construction Company” Ltd., “Global Stroi” Ltd., and “Monolit” Ltd. elements of violating Article 16 of the Federal Law “On Protection of Competition”: concluding an agreement that resulted in restricting access of economic entities to the tenders for repair of buildings and premises of the Command and Control Centre. Actions of “Vozrozhdenie” Ltd., “Global Stroi” Ltd., and “Monolit” Ltd. have elements of violating Clause 2 Part 1 Article 11 of the Federal Law “On Protection of Competition” – concluding an agreement that resulted in maintaining prices at tenders.

“Such agreements restrict competition at tenders and, as a consequence, there is no saving of budgetary funds for state and municipal customers”, pointed out the Head of FAS Anti-Cartel Department, Andrey Tenischev.
