OREANDA-NEWS. June 06, 2014. The cross-border goods traffic will be facilitated, after a new information indicator is introduced, approved by the cabinet today, the government’s communication and media relations department has reported.

The new indicator will be set nearby the border checkpoints and will inform participants in traffic about the priority border-cross regime for economic agents enjoying simplified procedures. Thus, the transporter, when entering the customs control zone, will go directly to the appropriate line, without staying at queue.

Transporters, who are members of the TIR-EPD electronic pre-declaration system and Authorised Economic Operators benefit from priority cross-border regime.

Under the customs regulations, these categories of economic agents have the right to cross the border in priority regime, going through a small number of checks and formalities. The respective facilities are applied to companies with increased level of reliability and meant to promote voluntary compliance to the observance of the customs legislation.

This measure will contribute to facilitating the procedure of crossing the border, avoiding agglomeration at the customs check points and areas nearby them, which will improve the performance indicators in terms the cross-border traffic.

Presently, about 60 economic operators benefit from simplified customs procedures and may demand border crossing in priority regime, according to the Customs Service Regulation.

The Customs Service, International Auto Transporters Association (AITA) International Road Transport Union (IRU) signed a Memorandum of understanding on multilateral cooperation to facilitate border crossing by transporters on 27 February 2014. The document also stipulates the providing of priority regime to economic operators, who use the electronic pre-declaration procedure according to the TIR-EPD system, when crossing the border.
