OREANDA-NEWS.  June 24, 2014. The Federal Antimonopoly Service (FAS Russia) coordinated a new version of the trading policy of “Bashneft” ANK” OJSC – “Pricing procedures and general principles of selling motor gasoline on the wholesale markets in the Russian Federation”.

The company drafted the trading policy in order to establish non-discriminatory and transparent conditions for sale of oil products on the wholesale markets in the Russian Federation. It determines the principles and sales channels of oil products, qualifying requirements to the counteragents, contains information on pricing procedures, areas of focus, product sales and the procedures for concluding contracts for supplying oil products on the wholesale markets in the Russian Federation.

The key change in the trading policy relates to possibility of increasing supplies of oil products to organizations not included in “Bashneft” ANK” OJSC and not affiliated with the company by offering at exchange trading as well as through direct contracts by wholesale from oil refineries and oil depots.

“Special attention should be paid to organizational splitting-off the retail segment of the oil products market by the company in a separate legal entity, which will increase openness and transparency of sales and will enable non-discriminatory access of consumers to the market”, pointed out Deputy Head of FAS, Anatoly Golomolzin.

Earlier FAS coordinated trading policies of “Gazprom Neft” OJSC and the “LUKOIL” Group that formalized provisions on organizational splitting-off between types of activities.

“These documents and their enforcement practice will be an important step in establishing civilized market conditions on the markets of oil and oil products in the Russian Federation”, emphasized the Head of FAS Department for Control over Fuel-and-Energy Complex, Dmitry Makhonin.
