OREANDA-NEWS. June 24, 2014. Deputy Head of the Department of the Federal Antimonopoly Service (FAS Russia) for Fiscal Control, Natalia Isaeva, and an advisor to the Fiscal Control Department, Stanislav Druzhinin, made a presentation for the Coordination Council on optimizing movements of foreign trade traffic at the Transport Committee, of the State Duma of the Federal Assembly of the Russian Federation.

Their presentation focused on the findings of FAS analysis of the state of competitive environment on the markets of customs services.

FAS representatives highlighted execution of the order of the Government of the Russian Federation on analyzing the markets of customs services: customs representatives; customs carriers; temporary storage warehouses; customs warehouses; duty free stores.

The antimonopoly authority paid special attention to the existing entry barriers to these markets, as well as the current problems that participants of foreign economic activities can be facing. Based on its analysis, FAS drafted and submitted to the Government of the Russian Federation proposals on improving the state of competition on the markets in question.

Having heard the presentation of the representatives of the competition authority, the Coordination Council approved and supported the evaluation and conclusions made in the presentation. The Coordination Council also proposed to articulate and submit to the Government of the Russian Federation evaluation of the work of federal executive bodies on implementing the measures outlined in the Road Map for “Improving Customs Administration” in the part of creating favourable conditions for customs services, as well as recommendations and proposals towards improving business activities on the markets of customs services due to removing administrative barriers that prevent movement of foreign trade goods traffic, simplifying customs procedures and excluding unlawful intervention of the federal executive bodies in entrepreneurial activities in the customs field.

“Cooperation with the Coordination Council, its assistance and support in evaluating the state of competitive environment on the market of customs services will help us more efficiently use all possibilities for developing competition and removing the existing administrative barriers on the markets”, pointed out Natalia Isaeva.
