OREANDA-NEWS.  July 01, 2014. 1. The Central Bank of the Republic of Azerbaijan is announcing an open tender on creation of the new ISO 27001:2013 based information security methodology, including business continuity and recovery plans.

The tender procedure is to be held on 11 August 2914 at 15.00 in the administrative tower of the CBA (R.Behbudov Str., 32, Baku).

2. Bidders should have an experience on creation of the IT and information security methodology in central banks or leading financial institutions. Bidders with no experience of the kind shall not be allowed to the tender.

3. Interested bidders should submit the following documents to be eligible:

- tender application;

- bank statement confirming payment of the participation fee;

- notarized copies of documents confirming the Bidder’s legal status (charter, certificate of state registration or extract from the registry etc.);

- a document authorizing the responsible person to act as signatory;

- bank statement on financial standing of the bidder over the past 1 (one) year;

- reference issued by a respective tax authority on absence of expired obligations on taxes in the Republic of Azerbaijan;

- information on at least 2 (two) implemented projects over the recent 5 (five) years similar to the requirements set by the CBA (names, addresses and phone numbers of customers);

- information ascertaining the bidder’s compliance with other bidder qualification requirements stated in RFP; - bid in Azerbaijani in two copies valid through 22 September 2014;

- bank guarantee amounting to 1% (one) of the bid price (as per the form in the RFP).

4. The bidder shall submit signed and sealed bid and bank guarantee of the bid in a written form in two-fold envelope until 08 August 2014, 18.00 and other sealed and signed necessary documents in a written form in closed envelopes to the coordinator in the CBAR administrative tower located at 32, R.Behbudov Str, Baku city no later than 25 July 2014, 18.00. Envelopes and documents submitted later than the deadline will be returned without opening and the bidder will not be allowed to the tender.

5. Bidders shall transfer the AZN 150 (one hundred and fifty) participation fee to the following account of the CBA:

6. Starting date for works: upon signing the procurement agreement. The work needs to be done no later than 150 (one hundred and fifty) calendar days from the date of signing of procurement agreement.

7. Evaluation criteria: price and bidder (contractor, project manager, staff) qualification.

8. Any legal person willing to participate in the tender may obtain the RFP from the CBAR Administrative tower, located at 32, R.Behbudov Str., Baku city upon submission of a bank statement confirming payment of the participation fee.
