OREANDA-NEWS. July 14, 2014. Representatives of the Federal Antimonopoly Service (FAS Russia) took part in the workshop on “Implementing the Competition Development Standard in the Subjects of the Russian Federation”, organized jointly with the Analytical Centre at the Government of the Russian Federation.

The Head of FAS Fiscal Control Department, Vladimir Mishelovin, discussed with participants FAS efforts on facilitating implementation of the Standard in accordance with the instructions from the Government of the Russian Federation. A representative of the Antimonopoly Service also informed attendees about including reports from Russian provinces in the annual Report on the state of competition, which FAS drafts jointly with the Ministry of Economic Development, federal executive bodies and representatives of business community, and proposed to organize experience exchanging workshops on a regular basis.

Representatives of the regions, which have pilot projects on implementing the Standard, shared examples of the best practices with their colleagues and discussed the current problems.

Next, Deputy Head of FAS Fiscal Control Department Elena Rybachenko answered questions from representatives of the constituent territories of the Russian Federation.

“The deadline for organizational requirements provided for by the Standard cannot be moved to 2015. The pilot regions must report on implementing the Standard already at the end of 2014. It is planned to introduce changes to the Standard in 2015 factoring in the experience of the pilot regions”, pointed out Elena Rybachenko.

Deputy Head of FAS Analytical Department, Vladimir Shipunov, reported on the procedures for monitoring the state of competition in the regions and informational sources for evaluating changes in competitive environment.

Summing up the workshop, participants emphasized that it would be very e important to continue organizing meetings and consultations to exchange experience on implementing the Standard.
