Ingosstrakh Insurance Company Branch in Bryansk concluded a contract of compulsory insurance of civil liability of the carrier for damage to life, health, or property of passengers (OS GOP) with municipal unitary enterprise (MUP) Bryansk Trolleybus Administration. The company is the largest passenger carrier in Bryansk, with a fleet of 223 vehicles. In the four quarters preceding the quarter when the contract was concluded, the enterprise provided transportation service for over 22 million people.

The insurance program provides for compensation for damage that may be caused to life, health, or property of passengers. Pursuant to the applicable legislation, the limit of liability of the policy holder is RUB 2,025 m in case of a passenger's death, up to RUB 2 m in case of injury, and up to RUB 23,000 in case of damage to property.

Carriers are obliged to insure their liability to passengers pursuant to federal legislation. Federal Law No. 67-FZ as of June 14, 2012 "On Compulsory Insurance of the Civil Liability of a Carrier for Causing Harm to Lives, Health, or Property of Passengers and on the Procedure for Compensating for Such Harm Caused during Passenger Transportation by Underground" came into force on 1 January, 2013. It only became possible to effect this type of insurance from March 14, 2013, after the establishment of a professional association on the basis of the National Union of Liability Insurers (NULI).
