OREANDA-NEWS. August 21, 2014. Mejlis of Turkmenistan of the fifth convocation held the fourth session. The representatives of the ministries and agencies concerned and the media attended the meeting. A number of draft laws and legal acts developed in the context of the key aspects of the state policy were put on the agenda of the session.

The deputies of Mejlis drafted the Law on International Commercial Arbitration in compliance with the provisions of the international treaties of Turkmenistan. The law is designed to develop a modern and effective mechanism for arbitration activities in our country. The adoption of this law will make it possible to simplify the work of state courts as well as facilitate investment activity in Turkmenistan. It was noted that the enforcement of this draft law would open up additional opportunities to promote productive partnership with foreign companies and firms operating in the Turkmen market.

The deputies of Mejlis considered the draft Law on Foreign Economic Activity. It is designed to facilitate an enabling environment for the effective integration of Turkmenistan into the world economy, boosting economic growth of the country through foreign economic activity and achieving national economic security.

The deputies of Mejlis of Turkmenistan jointly with specialists of the ministries and departments drafted the Law on Electric Power. It sets forth the legal, economic and organisational mechanisms of the state policy in this sphere aimed at building up the capacity of the electric power system through the use of innovative energy-efficient technology and state-of-the-art equipment.

The parliamentarians considered the draft Law on the Safety and Quality of Food Products. It is designed to create the unified legal framework for management of relations concerning the safety and quality of food products.

The deputies considered the draft Law on Innovative Activities. It sets forth the legal, economic and organisational framework in this sphere. The adoption of the important law will make it possible to develop and apply innovative projects in industry that will ultimately ensure progressive economic growth and improve the welfare of citizens of Turkmenistan.

The deputies of Mejlis considered the draft laws on Science and Technology Park and on Environmental Impact Assessment. They also considered the draft Law on the Establishment of the Honorary Title of Turkmenistan Turkmenistanyn ussat halypa capyksuwary (Master Jockey-Trainer of Turkmenistan).

The parliamentarians considered the draft Laws on Communications by Government Courier and the amendments to the Laws on Political Parties, on State Pension Insurance, on Special Protection Areas, on the Diplomatic Representations of Foreign States in Turkmenistan, on the Electoral Code of Turkmenistan, etc.

The draft resolutions of Mejlis of Turkmenistan on the Accession to the Protocol to Eliminate Illicit Trade in Tobacco Products to the WHO Framework Convention on Tobacco Control, on the Ratification of the Treaty of Friendship and Cooperation between Turkmenistan and the People's Republic of China, on the Accession to the 1997 Protocol to the International Convention for the Prevention of Marine Pollution from Ships, 1973, as modified by the Protocol of 1978 relating thereto, on the Ratification of the Memorandum of Understanding on the Implementation of the Agreement on the International Transport Transit Corridor between the Governments of the Islamic Republic of Iran, the Sultanate of Oman, the State of Qatar, Turkmenistan and the Republic of Uzbekistan (Ashgabat Agreement), on the Election to Velayat, Etrap and Town Halk Maslahaty of the Third Convocation, on the Establishment of the Constitutional Commission responsible for improving the Constitution of Turkmenistan, the Commission responsible for considering and systematizing the proposals, on the Establishment of the Working Group responsible for analyzing the proposals on the draft Constitution and on the Plan of the Legislative Activities of Mejlis of Turkmenistan for the second half of 2014.
