OREANDA-NEWS. September 03, 2014. The requirements set by state and municipal customers in procurement documentation on the remaining medicine shelf-life in percentage can result in unequal conditions for drug producers, restrict competition and the number of procurement bidders.

To prevent competition restriction, FAS explains that the remaining medicine shelf-life specified in the procurement documentation by state and municipal customers must be substantiated and determined by the period (for instance, in years, months, days) within which drugs are fit, or a particular date until which medicines are fit for intended use.

The explanation is forwarded to FAS regional Offices and the Heads of the constituent territories of the Russian Federation.
