OREANDA-NEWS. September 03, 2014. The Accounts Chamber of the Russian Federation and the Federal Antimonopoly Service concluded an Agreement on Cooperation. The document was signed by the Chairwoman of the Accounts Chamber, Tatiana Golikova, and the Head of the Federal Antimonopoly Service, Igor Artemiev, at a session of the Accounts Chamber’s Collegium.

“Expedience of signing the agreement is obvious since under the new law the Accounts Chamber was assigned the powers to check the federal contract system”, said Tatiana Golikova.

The Agreement is aimed at increasing efficiency of the joint efforts of the Accounts Chamber and FAS Russia to protect the national economic interests; expose and suppress violations of the antimonopoly law and public procurement law; enhance efficiency of control over targeted use of the funds from the federal budget and state extra-budgetary funds.

Igor Artemiev also emphasized the importance of the Agreement and expressed the readiness for constructive cooperation with the Accounts Chamber. “Conventional relations between our agencies were established sufficiently long time ago but now the time has come to consolidate our efforts, and in furtherance of the Agreement we will draft the plan for our joint work”, stated Igor Artemiev.

The Agreement provides for information exchange between the Accounts Chamber and FAS Russia and a wide spectrum of the forms of cooperation, including joint and parallel inspections.

Under the Agreement, the antimonopoly body shall also inform the Accounts Chamber about the exposed facts of violations in use of funds from the federal budget, state extra-budgetary funds and federal property, particularly, their inefficient use and misuse. At their end, the Accounts Chamber shall inform FAS about signs of violations in the field of the antimonopoly law and public procurement exposed in the course of inspections.
