OREANDA-NEWS. September 19, 2014. The “Russian Railways” Committee on Public Activity and Information Openness, the Consumer Council on the Work of “Russian Railways” OJSC and its subsidiaries at the Government Transport Commission and the Federal Antimonopoly Service (FAS Russia) discussed the issues of increasing information openness of “Russian Railways” OJSC at a Round Table.

FAS speakers were Deputy Head of FAS, Anatoly Golomolzin; Deputy Head of FAS Department for Control over Transport and Communications, Natalia Yakovenko; and Deputy Head of Railway Transport Unit, Evgeny Reutov.

They gave clarifications on the issues of disclosing information by “Russian Railways” OJSC under FAS Order “On Introducing Changes to No.263 FAS Order “On Approving the Forms, Deadlines and Frequency of Information Disclosure by Holders of Natural Monopolies in Railway Carriage” of 12.04.2011.

The order requires disclosing information about:

• Speed and movement of freight block train shipment

• Suspending movement or putting off freight trains

• Work structure on public railway network by the example of technical assistance in the part of transferring main-line locomotives

• The state of freight locomotive fleet in the part of the work of locomotives / locomotive crews, the state of car fleet

• Car fleet structure by owners

• Operational performance of the holders of natural monopolies.

Olga Lukyanova, who chairs the “Russian Railways” Committee on Public Activity, and members and Experts of the Consumer Council on the work of “Russian Railways” OJSC and its subsidiaries, emphasized the importance of the Order. According to them, it considerably optimizes the work of economic entities operating in railway transport.

“Disclosing information by “Russian Railways” under FAS Order is aimed at unburdening public information, optimizing freight base, decreasing freight delivery periods and efficient long-term planning”, emphasized Olga Lukyanova.

Anatoly Golomolzin pointed out: “FAS Order was drafted with involvement of market participants, based on analysis of petitions received by FAS. It is aimed at increasing openness of “Russian Railways” OJSC and supporting the balance between consumers of railway transport services and the natural monopoly”.
