OREANDA-NEWS. September 22, 2014. Certification of law-enforcement agencies’ staff will be held on a regular basis every 3 years in Kazakhstan. It has been stated by Acting Minister of Internal Affairs Erlan Turgumbayev.

"Conducting extraordinary certification literally allowed to shake our entire system and clean it from personnel ballast. Now certification of law-enforcement agencies’ staff will be held on a regular basis every 3 years," E. Turgumbayev said during the meeting of heads of personnel offices of the Ministry of Internal Affairs / police of CIS member-states in Astana.

He reminded that last extraordinary certification of law-enforcement agencies’ staff was held in 2012. It covered more than 75 thousand employees; they were tested for knowledge of Kazakhstan legislation, psychological stability, and took established physical and weapons training tests. On the basis of certification, 85% of employees were recognized in accordance with position, and the rest are recommended for dismissal, demotion, or transfer to other services.

"Conducting extraordinary certification is an effective mechanism for clearance of their ranks from non-professional staff and improving human resources capacity of law enforcement bodies," he concluded.
