OREANDA-NEWS. On October 2, 2014, a comprehensive emergency training was carried out to handle man-made emergency associated with the rupture of the CHPP fuel oil pipeline and the appearance of a technological defect on the city transit pipeline.

The Leningradskoye RDS, Chief Directorate of the MES of Russia for St. Petersburg, the Frunzenskiy District Administration, JSC St. Petersburg Heating Grid, JSC TGC-1, attendant operational staff of the TGC-1 Yuzhnaya CHPP and emergency rescue teams from Monitoring, Emergency Operations and Fire Fighting Services LLC took part in the event.

As per the legend, operators of the power units 1 and 3 of the Yuzhnaya CHPP simultaneously detected the fuel oil pressure loss ahead of burners, and the lowered fueil oil consumption at the boilers. During inspection of the pipelines, a rupture of the main fuel oil pipeline was found; due to a large fuel oil spill - a lake of 200 sq m, the volume of over 25 tonnes - the operational staff stopped the oil pumps. Both power units were deactivated by the process protection. The emergency situation regime was declared at the CHPP.

At the same time, the sharp decline in the temperature of the water in the grid resulted in a hydraulic impact on the straight line of the heating grid, accompanied by a strong hot water spill and steaming; there is a victim. The St. Petersburg Heating Grid team proceeded to eliminate the defect and started working on the heating equipment. The victim was evacuated from the emergency area to the boundary and handed over to the medical aid post of the Yuzhnaya CHPP.

'For 2 hours we were training actions by the CHPP operational staff and rescue units which would be taken in a man made emergency - Yury Marakin, Deputy Director for Corporate Protection of JSC TGC-1 commented on the training process. - The Directorate and the staff of the Yuzhnaya CHPP performed the ability to quickly resolve critical issues and organize effective interaction of all the participants. It is important to remember that we must act promptly and be ready for anything when strategic sites are in danger. That is why the trainings at the TGC-1 plants are held on a regular basis. I give a good rating to the training level that the CHPP staff showed us today.'
