OREANDA-NEWS. October 29, 2014. The Ministry of Justice of the Russian Federation registered the Order of the Federal Antimonopoly Service (FAS Russia) “On Approving the Forms of Information Disclosure by Participants of Wholesale and Retail Markets of Electric Power that are not Holders of Natural Monopolies” (No. 631/14 FAS Order of 08.10.2014).

It is drafted jointly with the Federal Tariff Service under the frame of executing the Decree of the Government of the Russian Federation “On Introducing Changes to the Information Disclosure Standards for Participants of the Wholesale and Retail Markets of Electric Power”.

The document will enable increasing accessibility of consumers and stakeholders to the operations of participants of the markets of electric power, the market councils, organizations of commercial and technological infrastructure of the wholesale market of electric power (capacity); and it unifies the methods and forms of providing information by participants of the markets of electric power upon requests by the Antimonopoly Service.

The Order allows FAS to fully exercise control over compliance with the Information Disclosure Standards by participants of the wholesale and retail markets of electric power.

“Before approving the forms of information disclosure, participants of the markets of electric power disclosed information provided by the Information Disclosure Standards in a free form. It often generated disputes between participants of retail electric power markets and stakeholders’ complaints for improper information disclosure. Approving the standard forms will help remove the discrepancies”, pointed out the Head of FAS Department for Control over Electric Power Industry, Vitaly Korolyov.
