OREANDA-NEWS. Belarus' Finance Ministry posted a republican budget surplus of 1.3 trillion Belarusian rubles (Br) (U.S. USD 121.269 million at the NBB rate) in January-September 2014, or 0.2% of GDP, the Finance Ministry said in a release.

The republican budget indicates spending and revenues of the central administration, whereas the consolidated budget also includes local budgets.

The surplus was produced mostly by means of restraining second-priority expenditures, the ministry explained.

Republican budget revenues amounted to 87.7 trillion rubles (USD 8.181 billion) in January- September 2014, or 67.7% of the adjusted target for the whole year.

Republican budget expenditures reached 86.4 trillion rubles (USD 8.06 billion), 66.7% of the target for 2014.

Revenues from the value-added tax amounted to 49.1 trillion rubles (USD 4.58 billion, 73.8% of the year target), from income tax - Br11.1 trillion (USD 1.036 million, 54.2%), excises - Br15.6 trillion (USD 1.46 million, 68.8%), from foreign economic activities 13.3 trillion rubles (USD 1.241 billion), 50.9% of the target.

Revenues of the Labour and Welfare Ministry's social security fund (SSF) in Jan-Sep are estimated at Br69.1 trillion (USD 6.446 billion, 72.7%).

Tax arrears totalled Br202.3 billion (USD 18.871 million), down month on month by Br130.2 billion (USD 12.146 million) as of October 1, 2014.

Revenues of the state administration budget (republican budget, local budgets and SSF) totalled Br219.4 trillion in January-September 2014 (USD 20.466 billion), 71.1% of the adjusted annual plan; expenditures - Br215.3 trillion (USD 20.084 billion, 70%).
