OREANDA-NEWS. At the end of November, Prime Minister, Dmitry Medvedev, will hold in Naberezhnye Chelny the meeting on the development of car industry. According to the newspaper "Vedomosti", with reference to its sources, the agenda of the Ministry of Industry is being prepared, but the issues were already discussed by the Ministry with car manufacturers, who are interested in three topics: government support of the market, export and development of a new development strategy for the automobile industry.

It is necessary to extend the already used instruments (scrapping program, compensation of interest on invest credits and so on), and also to use the new ones - to limit the term of the commercial operation of vehicles and to replace the motor vehicle tax on the environmental. Especially the companies worry about the topic of recycling of cars - they offer to extend its up to three years. It will protect the market from collapsing, and it will help the long-term planning, explain the interlocutors of "Vedomosti". Most likely, state scrappage programs will be extended, but rather for six months or a year, says the analyst of "VTB Capital", Vladimir Bespalov.

We need to strengthen the support of exports, insist automakers. In January-September of 2014 exports of new passenger cars from Russia fell almost 3 times to 9,770 units (0.7% of production), trucks - by 25.6% to 5568 units (5%), buses - 2.7 times to 625 units (2%), according to the data of "ASM-holding". WTO rules prohibit direct support to exporters, so plants rely on credit support of customers abroad. This tool is used by Russia now, but the interest rates are often higher than those of the other players (8-10% vs. 1-2% in some countries), said the source of "Vedomosti". It will be difficult to decrease interest rates, says Mr.Bespalov: the cost of money for Russia is now very high.

Exports to non-CIS countries become competitive with high localization and low exchange rate of the ruble, comments Mr.Bespalov. This direction is more interesting for domestic brands and the alliance Renault-Nissan. And car plants that were built by other foreign auto companies in Russia, the localization in most of cases is still low.

Finally, automakers would like a new development strategy for the automotive industry until 2020, signed four years ago. It was developed in a growing market, so the targets have lost relevance, explain the interlocutors of "Vedomosti". In addition, we need to understand the strategy of the state after 2020, they continued. By this time the action agreements on industrial assembly of motor vehicles and components will be completed. It must adjust the strategy, agrees Mr.Bespalov: it provides a steady growth of the market until 2020, but since 2013 sales are down. By 2020, according to the strategy, it will be sold 3,450,000 passenger cars in Russia, but given the current situation sales will be 3.1 million units in the best case, said Mr.Bespalov. At the same time as the strategy envisages, there is the expanding of capacity of car plants, which only reinforces the imbalance, he adds.

Recall that in September-October, the leaders of Ministry of Industry and Trade has already announced plans to limit the terms of commercial operation of vehicles, to replace vehicle tax to the ecological already in 2015, to increase state support by the recycling program in 2014, and, possibly, to extend it to 2015.
