OREANDA-NEWS. November 28, 2014. The first extended meeting of the Agency of Kazakhstan on Civil Service Affairs and Anti-Corruption under the chairmanship of the department head Kairat Kozhamzharov has been held in Astana.

"Dear colleagues, today we have met for the first time in this format to discuss the features of our activities and tasks set by President Nursultan Nazarbayev. The creation of the Agency was motivated by aspiration to unite the efforts of the government and society in the effective implementation of personnel policy and anti-corruption. This implies the existence of the main components - the professionalism and high reputation of civil servants, their focus on the needs of people, high satisfaction of citizens with public services quality, the active involvement of society in the implementation of our projects and plans," K. Kozhamzharov said, opening the meeting.

He stressed that in accordance with the mission of the Agency compact structure is formed. In comparison with old rules the number of departments has been reduced four times and the number of management positions - seven times.

Created by the Order of the Head of State, Agency on Civil Service Affairs and Anti-Corruption aims to eliminate protectionism and affiliation of the civil service. "The next task - improving the selection and promotion of personnel. We must take measures to avoid manifestations of protectionism and affiliation, competitions under the right people, team movements," K. Kozhamzharov said.

According to him, in order to avoid excessive bureaucracy it is necessary to revise the mechanisms of coordination of movement within the same region and the public authority.
"Ensuring fairness and equity career should be an absolute principle for all government agencies. It's no secret that bureaucrat’s career depends largely on the subjective desire and will of the leaders. Individual departmental regulations promote them in it. Therefore there are my people in positions of responsibility, thus creating conditions for the formation of corruption schemes," he added.

In the development of the theme, he emphasized that the Agency jointly with other government agencies will strive for promotion to be carried out in the light of the staff appraisal system and merit

"We will strengthen protection principles through the implementation of information systems that integrate with all government agencies. It will allow improving the quality of public service as a whole. Therefore, on this occasion, I appeal to my colleagues, heads of state bodies: take us as your trusted partners in addressing common challenges, given by the President," Head of anti-corruption agency summed up.

"Two major departments have been identified: the first - Department of Civil Service and the prevention of corruption, the second - Department of prejudicial inquiry. Territorial subdivisions management are assigned to the certified professionals, deputy positions managing the civil service, are assigned to the case "A", they are also chairmen of disciplinary councils," Head of the anti-corruption agency said.

On-line conference at the meeting is attended by the heads and staff of the territorial subdivisions of the Agency.

In the work of anti-corruption profile agency relies on active participation of Kazakhstan people. "A special place in the fight against corruption is given to joining efforts of society and the government. It is especially important for strengthening the fundamental values on forming culture of absolute rejection of corruption. We expect active involvement of Kazakhs in countering any manifestations of corruption, relying on widespread support," K. Kozhamzharov said.

According to him, large-scale work on anti-corruption training and education will be organized with support from the Agency.

"We are developing an educational program to identify corruption risks and their prevention for various target groups jointly with the Academy. The results of scientific and sociological studies will make their basis. For example, a workshop on the prevention of conflicts of interest for civil servants and guidance on the application of the gifts provisions is ready," he added.

K. Kozhamzharov stressed that the agency plans to educate young people through social networks. According to him, in conjunction with the correct information it will raise the level of involvement of society in the corruption eradication.

"Agency will set up the feedback from the public through the creation of the Counseling Center. Call-center staff will explain to the citizens rules of law and procedure in certain corruptogenic situations twenty-four-hour. Newly established anti-corruption education and public relations management will provide coordination of this work," Head of the anti-corruption agency concluded.
