OREANDA-NEWS. Prime Minister of Ukraine Arseniy Yatsenyuk called five key tasks that should be incorporated in the Government’s Action Program. He said this at the first meeting of the newly appointed Cabinet of Ministers of Ukraine on Wednesday, December 3.

Arseniy Yatsenyuk underlined that the Government "should be new not due to form but content": "I hope that our Government will perform all for what we were elected, why we were appointed."

He welcomed the new Ministers who had received Ukrainian citizenship and would work for Ukraine, "Thank you for your position as to your desire not only to receive Ukrainian citizenship, but also to learn the Ukrainian language."

The Prime Minister has stressed that the Cabinet of Ministers faces a range of key tasks, first of all, the preparation of a Government’s Action Programme. Arseniy Yatsenyuk has underlined that the Government's Action Programme must be prepared by the end of this week and represented in the Parliament: "A Government’s Action Program is not a set of words, but a list of specific goals and ways to achieve them. Each minister should determine three key priorities for 2015 and a plan to implement them."

He stressed that this document should meet five key purposes and objectives.

First of all, Arseniy Yatsenyuk underlined the difficult situation in the security sphere: "In the fight for our independence basic financial and logistical resources should be focused on national security and defense."

According to the PM, another task of the new Government is to submit the package of economic and tax laws to the Parliament by the end of this year, "The adoption of a new Budget Code, which should enable local authorities to form their own additional revenue base; amendments to the Tax code; the reduction of the taxes’ number and broadening the tax base, reduction of the single social tax as well as de-shadowing of wages - if you pay less taxes, then show how much you actually earn and, thus, fill the budget".

The Prime Minister also stressed the need to prepare a draft law on the state budget, "which will be rough and complex": "Our task in 2015 is to survive, to form the basis for growth and economic stability in 2016".

Arseniy Yatsenyuk asked Ukraine’s Finance Minister Nataliia Yaresko to invite a mission of the International Monetary Fund: "We formed the Government, and our foreign partners are ready for talks."

The Prime Minister has called corruption as "internal aggression". In terms of fight against corruption the PM stressed the necessity of implementing a package of approved anti-corruption laws, "as well as the adoption of regulations at the level of the Government and the Verkhovna Rada of Ukraine": "I hope for real cooperation with the new Ukrainian Parliament. It should also be new not due to faces but new approaches."

"To overcome corruption, and here I highly rely on the Interior Ministry, as well as the appropriate Ministries, we need deregulation, reduction of both officials and the functions performed by these officials," he said.

The Prime Minister called one more purpose of the Government-reform of state power as a whole.

On the energy sector as another task of the Government: "We have to complete reforming of the Ukraine’s energy system," Arseniy Yatsenyuk underlined. He expressed concern over the deficit of the National Joint Stock Company Naftogaz Ukrainy, "which exceeds the state budget deficit": "While the public deficit is now UAH 68 billion, the deficit of Naftogaz UAH makes up UAH103 billion."

"These five key objectives should be in the Government's Action Programme. And we have not time to "warm up", we only have time for specific actions as well as the results of these actions," the Prime Minister emphasized and added that would be held a separate Cabinet’s meeting on regarding a Government’s Action Program.
