OREANDA-NEWS. Russian government may, from July of 2015, to impose restrictions on deadlines operation of trucks and buses. Restrictions will permit to accelerate the upgrade of the Russian parc, in which old vehicles occupy a significant share.

According to "Za rulem.RF", the deadline of operating trucks weighing no more than 3.5 tons will be limited to 18 years, and then it will be reduced gradually to 12 years. Age of trucks with the gross weight over 3.5 tonnes may be limited to 20 years, and later it will be reduced to 15 years.

Trucks with the maximum weigh more than 12 tonnes can be used no more than 28 years, and then the term will be reduced to 25 years. The law may come into force in July of 2015, but it will start to operate by certain categories of trucks and buses only in 2016, according to the draft federal law.

The bill also establishes deadlines for the operation of buses. Thus, with regard to buses to transport passengers that have more than eight seats and a maximum mass not exceeding 5 tonnes, there established the following useful lives: 18 years - for the period from July 1st 2015, 15 years - from January 1st, 2017 and 12 years - from July 1st, 2018. For buses with the maximum mass exceeding 5 tonnes may be imposed restrictions of 25 years from July 1st, 2016, 20 years - from January 1st, 2017 and 15 years - from July 1st, 2018.

The oldest parc includes vehicles with gross vehicle weight exceeding 5 tonnes. Among them, the share of vehicles older than 5 years - is 92% of the parc, including the operation life over 15 years - 78%. Medium and heavy commercial vehicles, since the manufacture date of which was more than 5 years, were more than 88% of the parc by the beginning of the year, including the operation life over 15 years - 70%. Parc of buses with the term of operation more than 15 years is 44%. Restrictions on the duration of operation will permit to accelerate parc renovation. Administrative penalty for violation of deadlines operation could be from 30 thousand to 200 thousand rubles.
