OREANDA-NEWS. The use of the maternity capital can support the car market, according to experts that were interviewed by the agency "TASS." However, there are many legal issues, related with the purchase of the car at the expense of the parent capital, as well as the uncertainty that this measure will have a major support to the market of passenger cars.

Recall that the Prime Minister, Dmitry Medvedev, held a meeting on December 2nd on measures to support the car market. Among the instructions to the relevant ministries – there is an issue of considering of the possibility of the maternity capital using for the purchase of vehicles. Ministry will report the results before February 12th 2015. Proposals were prepared due to the ongoing fall of the car market in Russia during the second year.

As the director of the agency "AUTOSTAT", Sergey Tselikov, said, it is impossible to calculate the effect of a possible use of the funds to buy a car, because relevant experience has never been, but the program will have certainly a positive impact on the car market. 

Now maternity capital (it is 429.4 thousand in 2014) may be spent on improving of housing conditions, payment of education or the education of any of the children and the increase of future pension of certificate holder.

"Certificates for maternity capital were received by more than 5.5 million Russian families of the total volume of the beginning of 2015, and their rights were used by about half of them. Currently, the most popular usage of maternity capital is connected with the possibility of improving the living conditions. It turns out that in average about 400 thousand families use certificates annually, half of the families did not use the maternity capital. Perhaps they are the target customers for the automakers and it will be a struggle for them”, - says the analyst of Gazprombank, Kirill Nikogda.

"Next year will be a crisis for the Russian car market. The drop will be from 20 to 30%. The purchase of a car at the expense of maternity capital will eliminates the rate of decline, but now the growth will not be in case of any support of the car market, "- says Mr.Tselikov.

According to Mr.Nikoda, if we assume that half of the families of potentially receiving a certificate in a single year will use it to buy a car, the sales growth will be 10%, based on Russian car market (the market in 2013 was 2,610,000 units, forecast for 2014 - 2.4 million units, according to an analysis of Gazprombank). In the case there are legal complications with vehicle. "Compared to the real estate, where the child has to be one of the homeowners, the question of how this principle will be implemented with the car remains open. Using of the same principle when buying a car can negate the effect of such measures”, - says Mr.Nikoda.

According to analyst of RMG, Andrew Tretelnikov, support can be provided, mainly, for AvtoVAZ as Lada cars are equal in price to the amounts maternity capital. The volume of sales and market share of the Russian manufacturer is now quite large. In addition, with the help of investments in the car, maternity capital can be easily become cash, which will require additional legal protection.

Meanwhile, earlier Deputy Prime Minister of the Russian Federation, Olga Golodets, said that she doubted the feasibility of using of maternity capital for the purchase of the car. "It is necessary to consider seriously the matter because the car is coming. The proposal loses its value. For the family it is more important to have something more reliable, exactly the flat”, - she said.

Increasing of choice of usage of the maternity capital may undermine the position of capital to improve housing conditions, says Mr.Nikoda. It will play in favor of car manufacturers. "With account of the extension of the recycling program in 2015 and the study of the issue about the renovation of preferential loans of auto market will get very significant support”, - he concludes.
