OREANDA-NEWS. The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that the Recruitment to the various sanctioned posts in Nehru Yuva Kendra Sangathan (NYKS) including District Youth Coordinator (DYC) and Zonal Director (State level Youth Coordinator) is made as per the approved Recruitment Rules (RRs).The Recruitment Rules (RRs) of NYKS were initially framed in the 1998 which have recently been revised/amended in the year 2010. The rules provide for centralized recruitment for all the posts. As per the rules, method of recruitment for the post of DYC is 90% by direct recruitment and 10% by promotion, failing which by transfer on deputation, failing which by short term contract. Method of recruitment for the post of Zonal Director (ZD) at State level is 100% by promotion from eligible officers in the feeder grade. Against the vacant posts of District Youth Coordinators (DYCs), 20 eligible persons have been appointed on deputation basis. Further 9 District Youth Coordinators (DYCs) who have retired during the last three years have been appointed as consultants against the vacant posts. A vacancy circular has also been issued for filling up of 45 posts of DYCs by direct recruitment. Action has also been initiated for the promotion of eligible officers against the vacant posts of DYC and ZD.

In a written reply in the Lok Sabha today Shri Sonowal said, to ensure proper programme coordination, implementation, transparency and monitoring for effective functioning of district NYKs with expected outcomes, NYKS has following two types of Committees:

1. State Advisory Committee on Youth Programme (SACYP) headed by Hon'ble Minister for Youth Service and Sports of respective states. Hon'ble Members of Parliament/ MLAs/MLCs are nominated by Hon'ble Union Minister of Youth Affairs & Sports who happens to be the Chairperson of NYKS.

2. District Advisory Committee on Youth Programme (DACYP) headed by District Collector.
