OREANDA-NEWS. The Republic of Uzbekistan has applied for a loan from the Asian Development Bank (ADB) to finance Northwest Region Power Transmission Line Project (Construction of 220 kV Transmission Line: Takhiatash TPP – SS Khorezm – SP Sarimay (Khorezm Region) (the Project). State Joint Stock Company (SJSC) “Uzbekenergo” is the Executing Agency of the Project.

The Project consists of the following main components: Construction of 338.7 kilometer (km) of 220 kilovolt (kV) single-circuit overhead transmission line between Takhiatash TPP to 220 kV Khorezm substation (186,8 km) and between Khorezm and V1 node (151,9 km); Reconstruction and expansion of 220 kV open switchyard at Takhiatash TPP and Khorezm substation 220/110 kV; Construction of a new 220 kV switching station at Sarimay located near V-1; Support for Institutional Development, Capacity Building, and Project Management: including consultancy services for operational improvement, capacity building, and project supervision and management.

SJSC “Uzbekenergo” intends to hire a consulting firm as a project supervision and management consultant in order to assist the existing Project Management Unit (PMU) and SJSC “Uzbekenergo” in the project implementation in accordance with accepted standards, in a timely manner and within the provided project cost. The consulting firm will prepare necessary project plans, progress reports, payment certificates, interim and final acceptance certificates, evaluation complain reports, final report on project completion, and any other documents related to the project management which will be required in accordance with the consultancy contract and requirements of SJSC “Uzbekenergo” and/or ADB.

The consulting firm should be composed of international experts-engineers with expertise in the design and construction of substations of 220kV and above, transmission lines, as well as in management and implementation of the project. The firm should have experience in developing countries and in the region as a whole, it is desirable, in the region of Central Asia. Services provided by the firmare estimated to be 60 person-months of international and 32 person-months of national consultants. For all international consultants knowledge of the Russian language is desirable and knowledge of English in mandatory. For all national consultants, knowledge of English is desirable and Russian language is mandatory.

The firm will be engaged for 36 months on an intermittent basis from the date of contract signing, expectedly for the period from January 2016 to 31 December 2019.

The firm will be sel ected under with Quality and Cost Based Selection (QCBS) method in accordance with ADB's“Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers” (dated March 2013, as amended fr om time to time).

All interested qualified consulting firms must be registered in ADB’s Consultant Management System (CMS) and submit the EOI in the standard form. Firms must send additional printed or electronic materials to the PMU address and at the time specified below.

It is desirable for the consulting firms to provide Russian translation of the original EOI prior to the EOI submission deadline indicated below. In case of discrepancy between the English and Russian versions of EOI, the English version will prevail.

If there is a discrepancy between the printed and electronic versions of EOI, the electronic version submitted through ADB’s CMS will prevail.

EOI submission deadline is 21 January 2015, 23:59 Manila (Philippines) time.

SJSC “Uzbekenergo” reserve the right to accept or reject any or all EOI without giving any reason, without incurring any liability to the affected applicant (applicants).

SJSC “Uzbekenergo” or ADB will not be responsible for any expenses incurred by consulting firms due to the preparation or delivery of EOI.
