OREANDA-NEWS. Tele2, an alternative mobile operator, and the Volgograd Region government have signed an agreement on intentions in telecom sector development. The operator is planning to invest over 3 bn rubles into development of the region’s mobile infrastructure in 2015-2017.

The agreement has been signed by Volgograd Region Deputy Governor and Chairman for the Volgograd Region Finance Committee Aleksandr Dordzheyev and Tele2 Chief Operational Officer Dmitriy Lopatukhin.

In May the operator will launch mobile services in Volgograd Region under the Tele2 brand. Tele2 subscribers traditionally spend less on mobile services than other operators’ clients. Tele2’s clients perform the lowest ARPU in the industry – 247 rubles.

Besides, over several years the company has remained a leader in APPM indicator. As of the end of 2014, Tele2 once again turned out to be a mobile operator with the most profitable tariffs in Russia and the lowest average price per minute – RUB0.9.

In Volgograd Region Tele2 is planning to develop 3G high-speed wireless Internet, continue to invest funds into increase in the network's capacity and improvement of the current 2G network reliability.

Dmitriy Lopatukhin, Chief Operational Officer at Tele2:

“As a new operator in Volgograd Region, Tele2 is planning to invest considerable funds into the infrastructure's development and actively take part in socially oriented projects. Implementation of the Tele2-administration joint programs will let the operator not only effectively satisfy the population's needs of high-quality services but also improve the quality of living in the region. That is why we are planning to support the administration's programs targeted at the development of economy and social sphere.”

Aleksandr Dordzheyev, Volgograd Region Deputy Governor:

“Emergence of a new player – Tele2 – on the Volgograd telecommunications market will attract an additional investment flow that will finally result in the region’s economic growth and contribute to increase in the quality of living. Besides, this will boost the infrastructure development, better competition on the telecommunications market. Operations of Tele2 will positively influence the quality of connections and, which is also important, the customer service.”

On 6 August 2014, the company closed the deal on setting up a new federal operator based on Tele2 and Rostelecom mobile assets. Seven subsidiaries of Rostelecom entered Tele2 as part of the deal: Sky Link, NSS, Baykalvestkom, BIT, Volgograd GSM, Eniseytelecom, AKOS as well as RT Mobile.

New federal operator Tele2 holds a wide range of 2G/3G licenses and a federal 4G license, has operations in over 60 regions and provides services to more than 35 mn subscribers.
