Not only car sales figures, but also the company- automaker’s presence on the market depend on how today the production of cars and car parts is localized. However, the term "localization" until recently in our country is understood in different ways. The percentage of localization was calculated differently. However, from October 1st, 2015 in Russia it will come into force a new document, which put a lot in its place. On July 17th Prime Minister Dmitry Medvedev signed a decree N719 “On criteria for classification of industrial products to industrial production, which has no analogues produced in the Russian Federation”.

It defines rules for comparing of Russian and imported goods for their similarity. "This is the long-awaited decree. It is waited by both business and the public sectors”, - the Minister of Industry and Trade, Denis Manturov, commented the signed document. - Firstly, it will ensure the transparency and clarity of interaction between authorities and existing industrial producers and potential investors. Secondly, it will permit to form an understanding of how to organize the future activities and adjust production plans, if there is any interest to keep its presence in the market. "

The presence or absence of analog will be the basis for decision-making on support measures in some cases: free of process equipment, which is not manufactured in the country, free of import VAT, permission to buy foreign goods, such as machines for the needs of defense and security, etc.
