OREANDA-NEWS. Sergey Emdin has left his position as Chief Executive Officer of Northern Capital Gateway LLC (NCG), the managing company of Pulkovo St. Petersburg Airport. By resolution of the Company’s Board of Directors, Sergey Furs, who has held the position of Procurement and Warehousing Director in NCG since 2010, has been appointed as the new CEO.

S. Emdin headed NCG since April 1, 2010. Under his leadership, the first stage of Pulkovo Airport reconstruction and development project was successfully completed on the basis of a public-private partnership. The volume of investment for the first stage was EUR 1.2 bln.

Within the first stage, in 2010-2015, a modern centralized passenger terminal was built with an area of 170,000 sq. m and operational capacity of 18 mln passengers per year. A large-scale modernization of the airside and landside infrastructure was carried out, new aprons, a business centre and a hotel were built.

Passenger flow through the Airport doubled from 2010 till 2015, and reached 13.5 mln pax in 2015. The Company’s revenue over this period more than doubled and, according to the preliminary results for 2015, approached 14 bln roubles.

The reconstruction and development project for Pulkovo Airport earned more than 20 prestigious international and Russian awards, including: it was recognized as ‘European Airport Deal of the Year’ according to Euromoney Project Finance magazine (2010); it is the only airport in Russia which made it into the TOP 100 most innovative world projects for the development of urban infrastructure according to KPMG’s Infrastructure 100: World Cities Edition magazine (2012); and it received the ROSINFRA National Award as the best public-private partnership infrastructure project in the ‘Airport infrastructure’ category (2014).

In 2015, due to the modernized infrastructure and improvement of passenger service quality, St. Petersburg Airport made it into the top five European airports in ‘overall satisfaction’ category, in the quarterly Airports Council International Airport Service Quality surveys (ACI ASQ).

Sergey Emdin will continue his work at a senior management level in VTB Group and will be included in the NCG Board of Directors.

Biographical background

Sergey Furs

Born in 1970 in the Bryansk Region.

In 1992 he graduated the Serpukhov Military Engineering Academy of Strategic Missile Forces, and in 2001 — the State University of Management in Moscow.

In 1992-1995 Sergey served in the Armed Forces of the Russian Federation.

In 1995-2000 he worked at the fuel and energy industry enterprises. From 2001 till 2006 he held leading managerial positions in Severstal Group companies. Later Sergey worked as the Asset Management Director of Kirovsky Plant JSC, and took part in a project to create the light rail system in St. Petersburg as the Deputy CEO of Nadzemny Express JSC. Before his transfer to work in Pulkovo, Sergey was the Financial Manager of Management Company AGRO-Invest JSC.

Since April 2010 Sergey has worked as Procurement and Warehousing Director for Northern Capital Gateway LLC.

Sergey Furs is married and has a daughter.

Information about Northern Capital Gateway LLC

Northern Capital Gateway LLC has been managing Pulkovo Airport (Saint Petersburg) since April 29, 2010. NCG is an international consortium with the participation of VTB Capital (57.5% of shares, comprised in VTB Group), Fraport AG (35.5% of shares), the leading international airport operation company with headquarters in Frankfurt-am-Main, and Copelouzos Group, a Greek investment company (7% of shares).

Along with operations management of Pulkovo, the key aim of the consortium is to reconstruct and modernize the Airport providing passengers with a “С” level category service according to the International Air Transport Association (IATA) classification. NCG is implementing the project of reconstruction and development of the Airport based on a public-private partnership agreement without attracting budgetary resources. Term of Agreement — up to 2039.

The first stage of the project was implemented in 2010-2015. The total amount of investments is EUR 1.2 bln.

The first stage of the project included:

  • Construction of the new international terminal;
  • Reconstruction of the former terminal building Pulkovo-1;
  • Construction of the landside facilities:
    • business centre;
    • four-star hotel;
    • two-level transport overpass for the approach to the terminal;
  • Construction of airside infrastructure facilities:
    • A building for aerodrome power, lighting, and technical services;
    • Two search and rescue stations;
    • A power center providing centralized heat, refrigeration and electric supply for the airport facilities;
    • An operating services building;
    • A refuelling hydrant system for aircraft fuelling;
    • A building for aviation engineering services;
    • A building for police dog unit;
  • Construction and reconstruction of aprons:
    • Reconstruction and extension of apron No. 1 — the main apron of the Airport;
    • Construction of the apron for parking and maintenance of cargo terminal aircraft.

The centralized passenger terminal of Pulkovo Airport with operating capacity of 18 mln passengers per year has been created as the result of the project’s first stage implementation.
