OREANDA-NEWS. On April 1st, Russia enacted a law to raise the rates of excise duty on petrol and diesel. Thus, the rate of excise duty on petrol will increase by 2 rubles per liter, on diesel fuel - by 1 ruble per liter. As the Ministry of Finance calculated, as a result of an increase in excise rates the retail gasoline prices could rise by 6.5 - 7%. The additional revenues of budget from increased excise taxes on fuel are expected in amount of about 90 billion rubles in 2016. As it was noted, it is the second increase in excise taxes on fuel this year - from January 1st, the rate of gasoline "Euro-5" increased by 36.1% and on diesel fuel - by 20.3%. The last time fuel excise was increased twice a year in 2013.

Experts of the analytic agency "AUTOSTAT" have compared the dynamics of oil prices and retail gasoline prices for 2008 - 2015 years in Russia. Thus, the lowest retail price of gasoline A-95 during this period was about 20 cents per liter in 2009 - at the height of the global financial crisis. Since then, there was a clear trend of growth; as a result in the second half of 2014 the price of gasoline AI-95 in the country remained stable above the figure of 35 rubles per liter, with a growth trend. At the same time, if we compare the dynamics of Brent oil price, then in the same period it was marked a sharp decline - at the level of more than $ 100 per barrel (in mid of 2014) and up to about $ 30 (at the end of 2015). Only at the beginning of this year, the price of "black gold" has become grow for a little.
