OREANDA-NEWS  The law on ensuring the legality and state control over the production of beer and beer drinks, cider, poire, mead was adopted in the final reading in the State Duma on July 13. 

According to the law, for violating the requirements for the production and turnover of these beverages, legal entities face administrative liability in the form of a fine from 100 thousand to 150 thousand rubles. At the same time, they can confiscate products and components from which they were made.

For gross violation of the requirements for the production and turnover of brewing products, fines for legal entities are higher — from 150 thousand to 200 thousand rubles. They can be obtained for the manufacture of beverages on equipment that does not have automatic means of measuring volume and means of recording and transmitting this information to a single state automated information system. Also, gross violations include storage in a warehouse and in places where brewing drinks are made of equipment that does not belong to the manufacturer.

Fines for the production and turnover of these beverages without inclusion in the register of brewers threaten officials (from 35 thousand to 50 thousand rubles) and legal entities (from 200 thousand to 300 thousand rubles), the latter may confiscate all production-related property.

Earlier, the Ministry of Finance proposed to index excise taxes on cigarettes and alcohol in 2024 not by four, but by five percent. At the same time, in 2025, the agency expects to return to indexation at four percent.
