OREANDA-NEWS Business in Russia wants to get rid of excessive control by delineating the powers of the police and supervisory authorities, the draft amendments to the articles of the Code of Administrative Offenses were published by the Ministry of Justice, writes Kommersant.

If the proposals are accepted, the "separate powers" of the police to draw up protocols and review cases will be terminated, but the police will be able to hold businesses accountable if there is a need to "promptly respond to violations" in order to "effectively protect legally protected values." Business Ombudsman Boris Titov noted in this regard that the bill abolishes "far from all" the powers of the Ministry of Internal Affairs, which overlap with the powers of control and supervisory authorities.

Russian President Vladimir Putin had previously instructed to introduce this ban. Following the results of the 26th St. Petersburg International Economic Forum (SPIEF), which was held from June 14 to 17, the head of state called for fixing this measure at the legislative level until October 1, 2023.

According to Ekaterina Avdeeva, the head of the expert center for criminal law policy and enforcement of judicial acts of Delovaya Rossiya, the problem that is proposed to be solved arose due to the conflict of norms of the laws "On State Control" and "On Police", namely, that part of the violations fell under both norms, and this created the possibility for abuse.
