OREANDA-NEWS The Government of the Russian Federation has expanded the rules for labeling tobacco and nicotine-containing products, now the raw materials for its manufacture will be subject to mandatory labeling. The decree on this was signed by the Prime Minister of the Russian Federation Mikhail Mishustin, the document is available to TASS.

Now manufacturers of raw materials for tobacco products will have to supply data to the state monitoring system for goods subject to labeling. This will improve the traceability of both the raw materials themselves and the goods made from them. This way, the state will be able to continue working to reduce the illegal production of cigarettes and other nicotine-containing products.

In addition, the requirements for traceability of tobacco and nicotine-containing products also apply to duty-free shops. "Information on the receipt of tobacco products and on their sale, duty-free shops will submit once a quarter through the state labeling system "Honest Mark". Since there are no excise stamps and marking codes on these products, the operator has developed new tools to ensure its traceability, and information about turnover will be transmitted to the system, as well as about marked goods, using universal transfer documents," explained the head of the department of excisable commodity groups of the CRPT (operator of the state marking system Honest Mark) Kirill Volkov.

Most of the provisions of the resolution will come into force in 30 days. The exception is some paragraphs on the procedure for refusing to issue labeling codes and the procedure for informing about the use of codes of products manufactured outside Russia for other purposes. These clauses will come into force on July 1, 2024.
