OREANDA-NEWS. July 25, 2016.  Transstroymekhanizatsiya (TSM), a Mostotrest subsidiary, has won the one-step public tender for the right to enter in a long-term investment agreement for the construction, maintenance, repair, overhaul and toll-based operation of the km 58 – km 97 and km 97 – km 149 (Stages 1 and 2) of the Moscow – Saint Petersburg Highway. TSM has been awarded the contract based on its competences and qualifications, following competitive evaluation of the tender bids.

The km 58 – km 149 segment with a total length of 90.1 km will be part of the core segment of the Moscow – Saint Petersburg Highway and will run through the Moscow and Tver regions. As part of the project, TSM will build a Category 1A road with a design speed of 150 km-h, as well as a Category 1B approach road for the City of Klin, with a length of 4.5 km and a design speed of 120 km-h. Number of lanes on the entire segment: 4. The project envisions erection of a total of 7 traffic interchanges and 49 elevated structures, including a 322 m bridge.

Project customer: The Russian Highways State Company (Avtodor). Total cost of construction under the agreement will be RUB74.5 billion (including VAT). Scheduled completion: 1 November 2018. The project envisions a RUB7.5 billion (including VAT) investment by the contractor. Total payments for maintenance, repair and overhaul at the operation stage will be RUB15.4 billion. The investment agreement will be valid until 2038, with a subsequent extension option in conformity with the terms of the agreement.

The project is part of the M-11 Moscow – Saint Petersburg Highway construction project. The km 58 – km 149 segment will become part of modern and efficient high-speed road infrastructure to link Moscow and Saint Petersburg, which will relieve the streets of Tver, Torzhok, Vyshny Volchek and 52 other communities of transit traffic and create conditions for economic growth in its surrounding areas.
