OREANDA-NEWS. On March 21, 2007 the Federal Antimonopoly Service (FAS Russia) held the 14th meeting of the Expert Council on Administering the Advertising Legislation, reported the press-centre of  FAS Russia.

The Expert Council discussed TV advertisement of "GI Money Bank" which uses the expression "If you feel in a bind without cash (If you feel you weight nothing without cash), simply take money from GI Money Bank". Experts noted that the advertisement emphasizes subjective desire to obtain money rather than attitude towards consumers. According to members of the Expert Council, the advertisement does not form negative attitude to persons who do not use the advertised product.

The experts were asked to consider a garment advertisement that contains the expression "Unless you are a "p…as" [Russian taboo for "homosexual"], buy Trespass". Having analyzed the advertisement, the Expert Council unanimously found it unethical as it contains swearwords and offensive images that violate generally accepted moral norms.

The Expert Council evaluated a TV advertisement of the "Tele 2" cellular operator that demonstrates some scenarios of bandits behaviour. As the advertisement insistently calls to change an operator, the Expert Council recommended FAS Russia to verify whether the advertisement contains any improper comparison or misleading information.

Also experts discussed the requirement of the Federal Law "On Advertising" to specify sources of particular information in advertising of gambling. The experts concluded that it would be sufficient to give direct reference to the source which objectively could give information required by the Law.
