On May 10, 2007 the Volgo-Vyatsk Federal Arbitration Court judged Kostroma region FAS writ of appeal on April 28, 2007 regarding to Kostroma the regional Appeal Court decision to deem an agreement signed on May 18, 2006 between JSC ‘IDGC of Center and North Caucasus” and Kostroma regional administration to transfer municipal  power networks to JSC “Kostromaenergo” invalid, reported the press-centre of  JSC ‘IDGC of Center and North Caucasus”.
The first judgment was found legal and justified; the complaint of the Administration was dismissed. The signature legality of the above agreement has been finally approved by competent tribunal.
As previously stated, Kostroma regional Arbitration Court approved the legality of the present Agreement on April 16, 2007 and dismissed an appeal of the antimonopoly authority on invalidating the agreement. Kostroma regional Federal Antimonopoly Service Office insisted on invalidating the agreement on the grounds of unjustified privileges for JSC “Kostromaenergo”.
“The Agreement between JSC ‘IDGC of Center and North Caucasus” and Kostroma regional administration is a pilot one for implementing a major power grid complex integration project. Similar agreements have already been signed and shall be signed most of JSC “IDGC of Center and North Caucasus” service areas. It is important for us to confirm that we have not broken the law while signing such agreements, and they are executed within strict observance of the current legislation”, - said Andrei Gladyshev, Head of the Legal Department of JSC “IDGC of Center and North Caucasus”.
The Agreement on transferring the power grids to JSC “Kostromaenergo” was signed between Evgeny Makarov, the General Director of JSC ‘IDGC of Center and North Caucasus” and Victor Shershunov, the Governor of Kostroma region. In accordance with the Agreement 1119km of aerial power lines, 232 km of cable lines, 866 of 6-10kW transformer substations, 258 of 0,4kW transformer substations shall be transferred. The cost for overhaul, reconstruction and new construction are estimated at 1,246 mld rubles. The signed Agreement shall allow to repair the municipal grids and to establish the unified power grid complex. JSC “Kostromaenergo” bought 84 power units out of 13 municipal entities, including 43 km of 6-10kW power lines, 53 km of 0,4-10 kW for the total sum of 18,495 mln rubles by the beginning of May.
In 2006 the municipal companies repaired power grids at a cost of 16,642 mln rubles. Presently, power grids are being repaired in the following 7 municipal districts: Ostrovsk, Manturovsk, Makarievsk, Vokhomsk, Ponazyrevsk, the town of Manturovo, Ney and district. Tenders for repair works in Parfensk and Chukhlomsk districts have been announced.
The municipal companies shall spend over 53,5 mln rubles this year on the overhaul of the power grids which have come into JSC ‘Kostromaenergo” ownership.
