OREANDA-NEWS. August 29, 2007. Control over the activities of Russian Post performed by the Federal Communications Control Service showed that control delivery time of postal items improved sufficiently.

The most considerable improvement is noted in insurance and parcel post. Thus, the enterprise delivered 89% of insurance and parcel post in control time in the second quarter of 2007 that is 12% higher compared to the results of the first quarter of 2007 and by 25% higher compared to the first quarter of 2006 generally in the country. Achieving to better results Russian Post implemented new control time for parcel delivery between 81 administrative centers of the constituent entities of the Russian Federation since 1st of July 2007.

The AFPS in Bryansk region and the Republic of Altai showed the best results. The affiliated branches in the regions demonstrated growing indices of delivery control time. In the second quarter of 2007 post delivered 100% of insurance and parcel post in time.

The positive dynamics is seen in delivery time of written correspondence. For instance, Russian Post delivered 90% of intra-regional correspondence and parcels within the country in the second quarter of 2007 compared to 85% in the fourth quarter of 2006 and 88% in the first quarter of 2007.

The most advanced postal delivery was recorded in the following regions: Amursk, Kostroma, Novgorod, Omsk, Orenburg, Pskov, Rostov, Ryazan, Samara and Ulyanovsk regions, Stavropol territory, The Republics of Dagestan and Udmurtia.

Improved control time for correspondence and parcels delivered between the regions is fixed in Astrakhan, Amursk, Bryansk, Kaluga, Kamchatka, Kostroma, Kurgan, Orenburg and Sverdlovsk regions, the Republics of Adygheya, Buryatia, Karachaevo-Cherkessia and Sakha (Yakutia), Jewish AA and Khanty-Mansi AA.

Control delivery time for express mails EMS Russian Post changed for better as well. The indices show improvement in Amursk, Bryansk, Ivanovo, Kaluga, Kirov, Kostroma, Kurgan, Kursk, Orel, Ryazan, Saratov, Tambov regions and the Republic of Kalmykia. Control delivery time index of outgoing express mails EMS made up 95% for the first and second quarters of 2007 throughout the country, that is 5% higher than in the fourth quarter of 2006.

Improvement tendency also concerned the sphere of financial services. Control time indices for outgoing postal orders, for instance grew from 95% to 98% for the last two quarters. The most stable growth is fixed in Archangelsk, Belgorod, Volgograd, Kursk and Magadan regions, Karachayevo-Cherkessian Republic, Krasnodar and Stavropol territories.

FSUE Russian Post considers improvement of quality service as one of the prior goals. Better figures can be explained mainly by increased attention to management quality in post offices of Russian Post and a number of measures on quality improvement including optimization of line-haul routes, schedule of post transportation in urban offices, regulation of exchange between line-haul sorting centers and general post offices.
