OREANDA-NEWS. August 30, 2007. JSC IDGC of the Center has determined its development strategy for the distribution grid complex in Central Russia till 2015 as well as the strategic parameters of development. Alexandr Chistyakov, First Deputy Chairman of the Board, Member of the Board of JSC FGC UES, approved the strategy at a recent meeting with the top managers of JSC IDGC of the Center and dependent DGCs participating.

“Guidelines for the distribution grid complex development of Central Russia were determined during the meeting”, said Sergey Schumacher, Technical Director of JSC IDGC of the Center. “We are planning to reduce capital consumption to the level of developed countries (no more than 50%), create an electric power reserve surpassing economic development by 3-5 years, over 510 MVA, reach an appropriate level of systemic characteristics of power supply reliability by 2015. For example, the systemic characteristics of power supply reliability should not exceed 0.002%, while systemic characteristics of power cut-off duration should not exceed 2 hours”.

The Company plans to bring the operative efficiency indices of dependent DGCs to the level of developed countries by 2015 with the help of economic inducement: power losses – to 9%, sales profitability – to 12.2%, the share of long-term loan capital from the capital used by DGCs should reach 50%.

JSC IDGC of the Center plans to stabilize dependent DGCs profitability by bringing them to the same level with RF companies with comparable market risks, ROE (Return on Equity) should reach 9.02%. JSC IDGC of the Center worked out target programs and included them in the investment outlay in order to reach the above mentioned parameters of strategic development in accordance with the “Resolutions on the Technical Policy in the Distribution Grid Complex”, the Concept of Technical Policy of OAO RAO UES of Russia. These are programs for replacing 6-10 kV oil switches by vacuum ones, 35-110 kV separators and short-circuit switches by SF6 circuit-breaker (vacuum ones), 110 kV support shackle insulators, a program for reactive power control, technical re-equipment and reconstruction of relay protection devices and anticrash automatic equipment, establishing an Automated Directory and Documentation System, etc. The program for the establishment of DGC Grid Control Centers shall be one of the key programs.

JSC IDGC of the Center plans to build 3 514 km of 0.4-110 kV power transmission lines, put into operation 35-110 kV substations with aggregate capacity 947 MVA, reconstruct and renew 2 657 km of 0.4-110 kV power transmission lines by 2011.
