OREANDA-NEWS. October 22, 2007. General Director of JSC “MRSK Ural”, Alexei Bobrov has held a meeting with the heads of JSC “Sverdlovenergo”. The meeting was meant to discuss general directions in work for 2008. They were speaking about investment program and priorities for tariff and technical policy.

As was said by the head of economical management of “Sverdlovenergo”, Ilya Shevelev, investment program for 2008 is two times higher in capital than 2007 program what is determined by obligations of “Sverdlovenergo” to perform program of industrial development approved by the authorities of Sverdlovsk region. The main task of tariff company for the next year is considered to be a transfer to two-part tariff (payment for energy and capacity) as well as adjustment and maintenance of investment part of the tariff.

Members of the meeting speaking about the tariff on connection to electrical installations stated that Regionall energy commission of Sverdlovsk region started to set tariffs for individual projects in 2007. For the present moment there were adopted 5 resolutions about introduction of payment for the sum higher than 130 mln.rbl. (capacity is about 32000 kW). Among them the most large-scale entity is a hog complex “Uralskyi” which is under construction now. At the meeting there were also discussed advantages of so-called “hole” method of calculation of value for the services of transmission of power adopted in 2007: maintenance of uniform tariff for all the consumers, creation of the uniform center of technical policy coordination, transparence of network space.

In September 2007 there was created a Scientific and technical council in JSC “Sverdlovenergo”. The first meeting of the council was meant to adopt “Provision about technical policy of JSC “Sverdlovenergo” which was developed on the ground of analogical Provisions by JSC “MRSK Ural” and JSC “FSK Unified Energy System”. The main directions off technical policy: reconstruction of old equipment, new building; use of low-maintenance equipment with long working lifespan for construction, reconstruction and repair works; introduction of modern diagnostic techniques to control the state of the equipment.

Chief engineer of the energy company – Juri Lebedev – stated that notwithstanding the worn-out state of the equipment at many substations (233 substations of “Sverdlovenergo” out of 333 have been working for more than 25 years already), there is no dynamics of fault rate increase due to the high level of operation at the substations. Since 2003 level of fault rates became 3 times lower. In 2008 company plan to invest more than 3 bln rbl, and more than half should be invested in the sites provided by the Agreement between the authorities of Sverdlovsk region and RAO “Unified Energy System of Russia”. This was said by Nikolai Ilyushin who is a deputy of managing director for Capital Projects in “Sverdlovenergo”. Investment program 2007 including the sites provided by the Agreement, is being implemented and will be finished to the end of the year. For the present moment there was started a work with cost estimate documentation and technical tasks for organization of contest procedures in 2008 are ready.

In the end of the meeting, Alexei Bobrov stated the necessity of further development to precede maintenance works according to the results of diagnostics, recommended to analyze the results of such important areas of activities as introduction of technical maintenance and taking onto the balance electrical networks belonging to the other holders.

The main task for the management is said to be securing the future of the company. “We work to develop the company. And the priorities for us should be growth of capitalization, high quality of investment programs’ performance, growth of useful electrical supply. The same time we should pay attention to the quality of technical policy. And the most important issue is of course personnel. Every employee should be motivated to work in the company. Only under this condition we can achieve good results. All social guarantees and well-deserved salary are to be provided for every employee”, – concluded the General Director of “MRSK Ural”.
