OREANDA-NEWS. January 15, 2007. Pulikovsky decreed to put into force a guide for the conduct of periodical assessment of the safety of a nuclear power plant.

The document contains recommendations for conduct of periodical safety assessments at all types of nuclear power plants except for NPPs stopped for decommissioning.

The guide has been drafted by Rostekhnadzor experts on the basis of the federal standards and the rules and recommendations of the International Atomic Energy Agency as well as remarks and proposals by experts from Rosenergoatom Concern and Research Center for Nuclear and Radiation Safety. 

Periodical safety assessment is a complex assessment of the safety system of a nuclear power plant covering all important aspects of safety and conducted on a regular basis.

Rostekhnadzor stipulates that the first such assessment should be conducted 10 years after the launch of a nuclear power unit and then each 10 years till stoppage for decommissioning.

Periodical safety assessment includes:

— assessment of aging of equipment of a nuclear power plant and its modernization;
— use of operating experience of nuclear power plants;
— assessment of possible change of conditions at nuclear power plant and its current state;
— assessment of the compliance of the design and operation of a nuclear power units with relevant standards.

Periodical safety assessment should be carried out by operating organization in cooperation with research and design companies and Rosenergoatom Concern.

In its report the operating organization should specify the measures carried out during the assessment and their results.

The report should be submitted to Rostekhnadzor for approval.
