OREANDA-NEWS. On 19 February 2008 was announced, that Oil Transporting JSC “Transneft” and the Samara region administration have signed the mutually profitable scientific and technological development agreement. Nikolai Tokarev, the President for “Transneft” and the governor – head of government of the Samara region Vladimir Artyakov.
The agreement shall allow to use the production capacity in a more efficient way. As specified in the document the company shall seek the opportunities for expansion of the through capacity of the crude oil and refined products receiving points at the oil producing units and the oil refineries of the Samara region. That will contribute to the oil and gas field production expansion in the region. The Samara region construction sector organizations will be engaged in implementation of the investment programs and the upgrading of the existing plants. Hence the number of the work places for the Samara residents will be increased as well as the taxable base. That will provide the augmentation of the tax revenues of the Samara region budget. Tax on income received by the region in 2007 amounted to 1,8 billion rubles. Double profit increase is planned to receive this year in the region.

The parties have settled the reciprocal liabilities for development and implementation of the project contributing to the improvement of the environmental situation in Samara region. In particular there is a possibility to innovate the industrial wastes purification technologies with subsequent construction of the purification plants and the landfills for storage and recycling of the oil-contaminated wastes including the oily soils. The treaty defines the objectives for the intensification of the scientific potential and the capacity of the workforce of the region and the actualization of the agreed policy applicable to the social protection and employment of the company employment. A foresight made for the company’s responsibility for the gradual rise of salary up to the two minimum wages fixed in the Samara region for the employable population in subsidiaries located in region. The document provides a possibility for “Transneft” to go to the expense of the social and cultural spheres of the region.

The region administration shall in its turn take all measures to create the most favored nation climate for the outspread of “Transneft’s” industrial activity. The region administration intents to develop the cooperation with the company on the basis of mutual benefit for the purposes of economical and scientific-technical development of the region and the improvement of the population quality of life.
