OREANDA-NEWS. On 29 April 2008 was announced, that in Moscow under the chairmanship of Anatoly Chubais – the Chairman of the Board of RAO UES of Russia, the All-Russia meeting of the general directors of the Holding’s companies reached its completion. Director General of JSC Far Eastern Energy Company Victor Myasnik as also has taken part at this meeting.

Besides the heads of the energy companies, created in the course of electric power industry reform, the heads of the key ministers, administrations, supervising the industry took part at the meeting: Federal Tariffs Service, Federal Anti-Monopoly Service and The Federal Energy Agency.

The key topic of the meeting was cooperation of the state bodies, regulating the industry, and energy companies upon completion of reorganization of RAO UES of Russia on 1 of July 2008. The matters of tariff formation in the Far East were considered in an individual  block.    

As Anatoly Chubais noted the provision  of the delegation of power from JSC RAO UES to the specially created bodies is the most important political task of the  near months. All governance of the energy industry will be based on two anchorages: the state and the market.  

The State will concentrate these managing functions first of all in Rosenergo and the role of the  Federal Anti-Monopoly Service will be enhanced. I think that  this breakthrough challenge will be solved along with Federal Tariffs Service. Exactly in this way - at least in our dialogue with Minpromenergo, with Russia's Ministry of Economic Development and Trade, with the colleagues, who are present here, - the new chain of state governance of the components to be governed by state in the new energy industry of the country, is being drawn up.  

The second anchorage is the market and self-regulatory organizations. From the 1 of April the Council of the market has been legally registered – the nonprofit organization where all suppliers and consumers of the wholesale market will be presented. I am sure that this body will be one of the most important bodies of the self -developing electric power market in the country, noted Anatoly Chubais.

According to the Director General of JSC FEEC Victor Myasnik, the results of the restructuring of the electric power industry in the Far East have got high estimate of  directorate of the all-Russia energy holding company: “In spite of the large-scale restructuring we have managed to provide stable energy supply of the region. Nowadays we will have to secure balanced tariff policy and provide investments attraction to the development of the energy industry.”
