OREANDA-NEWS. On 10 July 2008 was announced, that RBC SOFT, a subsidiary of OAO ARMADA (MICEX, RTS: ARMD), has won the tender staged by the Justice Ministry of Russia for the development of an information system, which brings together laws and regulations of Russia. The project value is RUB 48.6m (approx. USD 2.1m).

The Russian Laws and Regulations system is an independent database of normative documents adopted on the federal, regional and municipal levels. Under the new deal, ARMADA will update the solution and integrate it with other related systems, including interstate solutions. The project is aimed at facilitating interdepartmental interaction in the legislative area, as well as streamlining the information search and analysis opportunities. In addition, the system will be supplemented with an Internet resource providing unrestricted public access to the documents that are kept on the database.

The availability of legislative documents for public inspection secures the constitutional right of individuals and legal entities to receive the full and correct information on the existing laws, and will also foster closer cooperation between governmental agencies and Russian citizens on the legal arena. The resulting system will become a major step towards building a legal state and a civil society in Russia, reforming the nation’s economy and the entire social intercourse.

“This project is a good example of an e-government system, which requires user-friendly interface enabling the interaction between Russian citizens and the authorities. It also provides the integration of isolated databases of various ministries and agencies, as well as public access to information that can have an impact on the standard of living,” ARMADA CEO Alexei Kuzovkin stated. “There is a whole range of such projects in our portfolio, and they are progressing successfully, including the automated car-owner liability insurance information system, the federal information bankruptcy resource and the Internet portal of Russia's Finance Ministry” Mr. Kuzovkin added.

This contract refers to the highly marginal Software Development segment, which is considered ARMADA’s priority.
