“Rossiyskaya Gazeta” reports that Prime Minister of Russia Vladimir Putin has relieved Konstantin Pulikovsky of the office of the head of Rostekhnadzor on the latter’s request.

Kutyin will act as the head of Rostekhnadzor until the new head is named.

Kutyin is 43. He is PhD in Law. In Nov 2005 he was appointed as the deputy head of Rostekhnadzor.

Kutyin has been assistant chairman of a district executive committee in Leningrad, the vice chairman of the State Property Committee of St.Petersburg, the deputy head of the State Property Department of Russia, the deputy director general of the Russian Munitions Agency, the deputy director general of the Russian for Conventional Weapons, the head of the Department for Control over Explosives and Hazardous Chemicals of the Federal Service for Ecological, Technological and Nuclear Supervision. Kutyin is the member of the Council of the Union of Oil and Gas Equipment Manufacturers.

Kutyin investigated into the accidents in Kuzbas mines: he chaired the committee set up after a methane explosion in Ulyanovskaya mine on Mar 19 2007. That accident claimed over 100 lives.

Pulikovsky was appointed the head of Rostekhnadzor in Dec 2005. Before that he was the plenipotentiary representative of the President to the Far East Federal District.
