October 30, 2008.  In line with decree N603 of the President of the Russian Federation “On Pilot Project to Establish National Research Center “Kurchatov Institute””, I hereby approve the key directions of the fundamental and applied research of the National Research Center “Kurchatov Institute” to be implemented in the framework of the “Industry of Nano-Systems and Materials” and “Power Engineering and saving” programs.

The Government of the Russian Federation has approved:

KEY DIRECTIONS

of the fundamental and applied research of the National Research Center “Kurchatov Institute” implemented in the framework of the “Industry of Nano-Systems and Materials” and “Power Engineering and saving” programs.

I. The “Industry of Nano-Systems and Materials” program:

1. Inter-disciplinary fundamental research in the field of nano-science, including the technology for convergence of nano-, bio-, info- and cognitive sciences.
2. Nano-biotechnologies and nano-technologies for medicine:

a) nano-bio-sensorics, including hybrid systems and devices;
b) materials and technologies for their processing for use in production of medical articles, particularly implants;
c) technologies and target drugs delivery systems;
d) use of nano-particles for testing and therapy;
e) genetic nano-engineering
3. Functioning of nano-systems, particularly, nano-sensors of different sizes;
4. Nano-technological equipment and testing of nano-materials and structures:
a) roentgen and synchrotron radiation;
b) free electron laser emission;
c) neutron and other radiation.
5. New nano-structured materials:
a) reactor materials with a life-time up to 100 years; 
b) materials for high-temperature super-conducting systems of electric engineering, power transmission and other systems;
c) materials of nuclear-hydrogen power engineering;
d) materials for spintronics.
6. New technological processes and equipment for production of nano-technologies:
a) technologies for selective atom removal;
b) fluoride and other technologies of nuclear fuel cycle.
7. Information-analytical support of nano-industry:
a) technologies and special software for mathematical modeling, particularly, modeling of nano-particles, nano-materials and nano-systems;
b) long-, medium- and short-term forecasting of development of nano-technologies;
c) distributed computing and information communication technologies.

II. “Power Engineering and saving” program
8. Inter-disciplinary fundamental research in the field of power engineering, power saving, nuclear physics, physics of elemental particles, plasma physics.
9. Innovative nuclear power engineering:
a) low and medium capacity plants for regions, particularly, floating and mobile plants;
b) high-temperature reactors for nuclear-hydrogen power engineering.
10. Thermal power engineering based on magnet confinement of plasma.
11. High-temperature super-conducting systems of new power engineering:
a) transportation and power conversion systems;
b) electric propulsion for ships and spacecrafts.
12. Technologies and methods of diagnosis and therapy based on nuclear medicine and use of radio-isotopes and particle radiation.
13. Information-analytical support of nuclear power engineering:
a) technologies and special software for mathematical modeling;
b) long-, medium- and short-term forecasting of development of nuclear power engineering.
