December 4, 2008. the State Central Institute of Chief Executive Training (SCICET) signed a cooperation agreement with Battelle Memorial Institute (the United States), one of the key participant in the work for control and physical protection of nuclear materials carried out by the US department of Energy.

The agreement envisages provision of training services in the field of control and physical protection of nuclear materials and is based on the Russian-US agreement for the safe and secure transportation, storage and destruction of weapons and the prevention of weapons proliferation (June 17 1992) and the Russian-US agreement for control, accounting and physical protection of nuclear material (Oct 2 1999).

Nuclear nonproliferation is a global challenge requiring active international cooperation. For two years Battelle Memorial Institute has been examining the capacities of educational organization of the CIS and Eastern Europe in search of a potential partner. The selection of SCICET is not a coincidence. This institute has good scientific traditions and relevant schools: annual seminar “Spectrometric Analysis: Equipment and Data Processing by Means of Personal Computers” (manager A.Karpenko). In line with the plans to set up an international center for nuclear knowledge on the basis of SCIECT, since 2007 the institute has conducted an international conference on nonproliferation of nuclear materials (manager V.Artisuk). The agreement with Battelle Memorial Institute is an important step towards the establishment of the center. SCICET has already suggested organizing training courses “Instructor Skills” (two weeks), “System Approach to Education” (one week), “Organization of Professional Education” (one week).
