OREANDA-NEWS. December 23, 2008. The Federal Antimonopoly Service (FAS Russia) found that the Russian Ministry of Civil Defense, Emergencies and Disaster Relief violated Article 15 of the Federal Law "On Protection of Competition" and recommended that the Ministry should not contravene the antimonopoly legislation, reported the press-centre of FAS Russia.

The Ministry violated the law by unreasonably extending the list of documents required for admission to the exam for control of small size vessels.

According to FAS Russia, such a requirement can result in restricting competition on the market of services for academic training on control of small size vessels.

In course of the case investigation, the Russian Ministry of Civil Defense, Emergencies and Disaster Relief eliminated the cause of the antimonopoly violation by withdrawing the letter on mandatory presentation to the Board of Examiners of the State Inspection on Small Size Vessels at the Ministry the certificate on attending a distance-learning academic training course on control of small size vessels at "Storm" Ltd.

Having processed the case, FAS Russia recommended that in the future the Ministry of Civil Defense, Emergencies and Disaster Relief will not issue the acts that can result in restricting competition.
