OREANDA-NEWS. January 22, 2009. TEXT OF THE RESOLUTION.

Prime Minister Vladimir Putin signed Government Resolution No 2, dated January 8, 2009, "On Streamlining the Operation of the Unified State Automated Information System (EGAIS) to Monitor the Production and Marketing of Ethanol, Alcohol and Alcohol-containing Products, and on Amending Some Acts of the Russian Federation Government", which stipulates the following:

1. To approve the proposed amendments to the acts of the Russian Federation Government.

2. The Finance Ministry is to approve within two months:

a) deadlines for filing requests to add to the EGAIS system information about an organisation producing and/or marketing and exporting (excluding retail) ethanol, alcohol and alcohol-containing products, as well as information about these products and the volume of their production and marketing, and documents permitting and accompanying the production and marketing of said products;

b) procedure for contributing funds to the account of the tax agency with the federal treasury (monetary pledge); procedure for tax agencies' acceptance of bank guarantees; the maximum value per bank guarantee and the total value of all effective bank guarantees issued by one guarantor per tax agency; the value of net assets of the guarantors with whom tax agencies sign surety agreements for purposes of making the commitment to use the special federal stamps in accordance with their designation, and the procedure for calculating such value;

c) procedure for storing special federal stamps.

3. The Federal Tax Service, acting in coordination with the Federal Customs Service, shall approve, within a month, the request forms for adding said information to the EGAIS systems, confirmation of adding information about an organisation producing and/or marketing and exporting (excluding retail) ethanol, alcohol and alcohol-containing products, as well as information about these products and the volume of their production and marketing, and documents permitting and accompanying the production and marketing of said products, or of denying the request.

4. The Finance Ministry, acting in cooperation with the Ministry of Communications and Mass Media, shall approve, within a month, a procedure for using electronic digital signatures, keeping the register of certificates of keys of electronic digital signatures, and storing cancelled certificates of electronic digital signature keys (including information from the keys of certificates of electronic digital signatures and reports about the invalidation of said certificates) in the EGAIS system.

5. The Finance Ministry shall approve, within a month, the list of information to be stored in the EGAIS system for provision to organisations that produce and/or market and export (excluding retail) ethanol, alcohol and alcohol-containing products.
