OREANDA-NEWS. February 11, 2009. Draft law № 3535 is making a new model of state regulation of gambling activities, said the head of the Parliament Committee on Industrial and Regulatory Policy and Entrepreneurship Nataliya Corolevskaya.

“The existing model of gaming business regulation does not give a solution to its main problem – legalization and elimination of shadow enterprises in the market. For 17 years the officials have not updated the system of the state regulation. And at present it is so outdated that it is easier to create a new model, which is the aim of this draft law,” remarked Corolevskaya.

The head of the industrial committee emphasized that gaming business can not be legalized 100% - no country in the world has reached it. In the meantime, she said, the other extremity – introduction of the gambling ban – promises nothing good either. “There will be the same situation as in Russia: complete going to the shadow, the underground gambling industry will emerge. Therefore the aim of the committee is to implement quite a high barrier for the entrance in the market and very tough state regulation,” said Corolevskaya.

According to her, on finalizing the law, the primary aim of the committee is to establish a really touch code of measures for social protection of the Ukraininas, especially the youth. “We restrict location of gambling facilities, increase cost of licences and patents. These norms will provide additional revenues for the budget, which the country needs so much,” concluded the head of the industrial committee.
