During an extraordinary meeting on Jan 27 2009, the shareholders of Atomenergoprom decided to place the shares in the favor of the Russian Federation and Rosatom State Nuclear Energy Corporation. The money allocated by Rosatom in the framework of the state NPP construction program and the shares of 15 open joint stock companies established as a result of reorganization of federal state unitary enterprises will be given as payment for the shares. The issue is to be placed by Oct 1 2009.

In Jan 2009 Atomenergoprom completed the placement of the first additional issue paid for with stakes in the capitals of corporized federal state unitary enterprises. Atomenergoprom was planning to place 500,000,000 shares worth 1,000 RUR each (500bln RUR) but placed 440,722,037 shares. They in the company explained that the issue was not placed in full because by that time some of the FSUEs had not yet been reorganized into OJSCs. As of today, the authorized capital of Atomenergoprom totals 444,122,037,000 RUR and is divided into 444,122,037 ordinary shares worth 1,000 each. 100% of the shares are owned by the state.
