OREANDA-NEWS. March 30, 2009. Federal Agency for Real Estate Object Cadastre purchased a general license for automated documents management system BOSS-Kadrovik: State Management from I.T. Co. The Agency was able to grant access to the system to an unlimited number of its employees.

Federal Agency for Real Estate Objects Cadastre (Rosnedvizhimost) is a federal executive authority that includes the central apparatus, regional branches and cadastre chambers situated in all subjects of the Russian Federation. Every branch of the Agency processes up to a thousand documents per day.

Development and implementation of the electronic documents management system for Rosnedvizhimost built on the IBM Lotus Domino/Notes platform and BOSS-Referent software I.T. Co. began in 2004.

First users of the system became employees of the central apparatus of the Agency. Eventually all territorial branches were connected to the Rosnedvizhimost electronic documents management system. Over several years of operation the Agency's structural units accumulated enough experience in work with electronic documents to fully feel the advantages of the system in their daily work.

During 2005–2008 over 2000 workstations were connected to the system, while the total demand is about 30 thousand users. Therefore only a limited number of employees were able to participate in the electronic documents management which did not allow for achieving the maximum effect from its use. As a result of the tender I.T. Co. supplied Rosnedvizhimost with BOSS-Referent: State management general license. Such license allows for an unlimited increase in the number of users depending on the internal demand of the Agency without the need to purchase additional licenses.

Today the Rosnedvizhimost electronic documents management system operates in the central apparatus, all 84 regional branches, and 40 cadastre chambers of the Agency. The system covers all levels of the organization structure and supports work of over 10 thousand employees all over Russia.

Implementation of the system aims to improve the quality of the state services offered by the agency, since it enhances the control over execution of organizational and executive documents of the Agency, creates conform environment for faster work, and creates a single information environment for all structural units of the Agency.
