On 31 March 2009 was announced, that the Board of Directors of CenterTelecom adopted a decision at a meeting held to termination the powers of Alexander Nikolaevich Kiselev as Chairman of the Board of Directors of CenterTelecom and elect Sergey Ivanovich Kuznetsov as Chairman of the Board of Directors.

Sergey Ivanovich Kuzetsov was born on December 25, 1953 in the city of Rustavi in the Georgian Republic of the Soviet Union.  In 1981 Mr. Kuznetsov graduated from the North-Western Polytechnic Institute systems engineer with specialization in data processing facilities.  He later did coursework at the Business School of Columbia University (USA) and graduated in business administration from the Fuqua School of Businessat Duke University(USA). From 1975 until 1992 he rose from the position of electrician of the Petrograd Call Center to chief engineer of the Nekrasov Call Center of the Leningrad City Telephone Network. From 1992 to 1994 he was the general director of Delta Telephone.  In 1995 he was appointed general director of Telecomminvest.  In 1998 he was named general director of PeterStar. In 2001-2003 he held the position of general director and chairman of the management board of Rostelecom. From 2003-2004 he was general director and chairman of the management board of North-West Telecom. In 2004-2006 he was a member of the management board and first deputy general director of Svyazinvest. At present, Sergey Kuznetsov is a members of the boards of directors of CenterTelecom, Rostelecom, VolgaTelecom, Sibirtelecom, and BaltAvtoPoisk as independent director, member of the National Register of Independent Directors of the Russian Union of Industrialists and Entrepreneurs.
