OREANDA-NEWS. On 15 May 2009 was announced, that Kazakhstan Electricity Grid Operating Company KEGOC has right to restrict and completely stop transmission of electric energy in emergency situation, the President of the company, Kanat Bozumbayev said.

“KEGOC as a system operator, in accordance with the existing legislation and the contracts with the consumers has right to restrict and completely stop transmission of electric energy in emergency situation”, - he said.

As you know, on April, 22 Akim of Almaty, Akhmetzhan Essimov said that the persons guilty of accident in energy system of Central Asia which entailed power outage of about 70% of consumers in the city, must compensate for damage.

“It is necessary to get outside of the reasons of accident: Ministry of Energy is responsible for or is inactive, KEGOC or Kyrgyzstan. Somebody must bear material responsibility”, - the akim underlined.

"I view a criticism (of akim of Almaty, A.Essimov) favourable. Akhmetzhan Smagulovich is a high-level politician and as the akim of Almaty is worry about enegy supply of megacity. The more especially as the problems in power industry are more than in the other regions”, - K. Bozumbayev noted in this context.

"Last 10 year the city authorities did nothing for maintenance of local power complex”, - he explained.

Meantime, having commented the causes of power accident, the head of KEGOC noted that “there will no great problems with determination of the causes”.

"Today our representatives already take participate in the first meeting in Tashkent. We should wait the results”, - he added.

"KEGOC Company is not afraid responsibility and will do ones best to make the power supply in south Kazakhstan and especially in Almaty reliable and stable”, - K.Bozumbayev underlined.

"For this in the current year we will complete construction and connect the lines of second transit “North – South of Kazakhstan”, having improved the power balance in Almaty power center, and will start construction of second 500kV “Alma” substation in this regions, that must increase in twice a reliability of power supply from other regions”, - he said.

Previously reported that an intersystem commission created for clarification of causes of accident in the unified power system (UPS) of Central Asia, will hold its first meeting on April, 24 in Tashkent. The representatives of Coordination-dispatching center (CDC) “Energia”, the power systems of Kyrgyzstan, Kazakhstan, Uzbekistan and Tadjikistan are the members of commission.

According to the data of KEGOC, on April,15 at 20:55 (Astana time) there was an system incident in UPS of Central Asia, resulted in restriction of the consumers on the north of Kyrgyzstan (to 900 MW), Almaty oblast (over 700 MW) and Zhambyl oblast (106 MW) of Kazakhstan.

With a view to restore the power supply “KEGOC” JSC made a line energization in on-line mode and at 23:00 (Astana time) a parallel mode with UPS of Central Asia has been restored.

In the evening on April, 15 because of sharp power reduction of Toktagulskaya GES there was a shutdown of power transmission line at Almaty-500 substation in Kyrgyzstan.

KEGOC is a system operator of unified energy system (UES) of Kazakhstan, which main task is a provision of stable operation of UES of the republic.

Almaty with population about 1.5 mln. people is a first important city of Kazakhstan.
