OREANDA-NEWS. May 27, 2009. Zyabkin Vladimir Alekseevich, Head of the Administration of Ust-Luga rural settlement municipality, and Syakke Eino Ilyich, Head of Ust-Luga rural settlement municipality, supported the project of construction of the Yug-2 MTC.

The public hearing held in Ust-Luga settlement of Kingisepp district on 22 May were devoted to assessment of the environmental impact of economic and other activities related to construction of the Yug-2 Multipurpose Transloading Complex facilities in Ust-Luga Sea merchant port (Yug-2 MTC in Ust-Luga SMP).

The hearings were attended by residents of Ust-Luga settlement, Luzhitsy village and other populated localities of Ust-Luga rural settlement of Kingisepp municipal district, representatives of the Administration of the Kingisepp municipal district municipality, the Administration of the Ust-Luga rural settlement municipality, deputies of the Ust-Luga rural settlement municipality, representatives of land users’ organizations (construction management companies) of the Southern area of Ust-Luga port, representatives of the relevant committees of the Government of the Leningrad region, supervisory bodies, representatives of the contractor of the municipal contract for development of the Draft Master Plan of the Ust-Luga rural settlement municipality — "LENGIPROGOR" LLC, representatives of the customer of the project of land planning of the Southern area of the Ust-Luga SMP — "SIBUR Portenergo" LLC, representatives of the Ust-Luga branch of the FSUE "Rosmorport", "RRW" OJSC branch of "Oktyabrskaya Railway", environmental non-governmental organizations, municipal and regional mass media, etc.

In the process of the discussion a number of observations and suggestions were received regarding assessment of the environmental impact of the activities of the Yug-2 MTC in Ust-Luga Sea merchant port that were forwarded to the general planner for consideration and finalization. On the whole the materials of the hearings were positively evaluated and recommended for approval.

Apart from environmental issues the local residents were concerned about the problem of employment. Summing up the results of the hearings Syakke E. I., head of the Soviet of deputies of Ust-Luga settlement, emphasized that the deputies and local residents approve the project of the Yug-2 MTC construction. Moreover, they ask "to bring the construction of the terminal and the port in general to its logical end as soon as possible". This will allow solution of the problems of employment of the local population and filling the budget of the municipality and, hence, development of the social sphere".
